Strategies for Budget Allocation to Promote Recycling and Waste Reduction in the Circular Economy

India currently generates a staggering 26 million tons of plastic waste annually, ranking among the world’s largest plastic waste polluters. Despite this, only a fraction of this waste is effectively managed by municipal waste management systems. To address this issue, the government has taken steps to ban the production, sale, and use of certain single-use plastic items, as outlined in the Plastic Waste Management Amendment Rules, 2021.
In the Union Budget of 2023, significant allocations were made to accelerate the transition to green energy in the country. Notably, Rs. 53,000 crores were earmarked for capital investments towards achieving net zero objectives and energy transition. Additionally, Rs. 10,222 crore was allocated to the Ministry of New and Renewable Energy, signaling a strong commitment to promoting sustainable practices.
India’s efforts in promoting biodegradable plastics have yielded positive results, with the country projected to remain the fastest-growing market for such products. Looking ahead to the Union Budget 2024, there is a growing expectation for the government to provide tax incentives to emerging sustainable brands and rationalize GST for green products.
However, to truly foster a circular economy, the focus should extend beyond tax breaks and incentives. The budget should prioritize investments in recycling infrastructure and waste reduction initiatives. This includes establishing composting facilities, supporting brands that offer compostable products, and promoting the sale of recycled products.
Moreover, the government can encourage recycling behavior by implementing public recycling bins and supporting initiatives that facilitate waste segregation. By creating a conducive regulatory environment and incentivizing businesses to adopt circular economy practices, governments can play a pivotal role in promoting sustainability and reducing environmental impact.
